The Impact of the 110th Congress on U.S. Foreign Policy

The 2006 midterm elections brought Democratic majorities to the House of Representatives and the Senate, with a new leadership determined to change U.S. policy in Iraq. Congressional Democrats steadily challenged President Bush but have so far failed to budge policy on Iraq. Similarly, their impact on other foreign policy issues is mixed. Despite an alliance with President Bush, they failed to press through comprehensive immigration reform. On the other hand, they followed through on pledges to bolster homeland security protections and began the process of introducing a new approach to energy alternatives and conservation and use. Experts say the Democratic leadership is unlikely to abandon plans for a timeline for withdrawing from Iraq, in part because of strong anti-war sentiments among party constituents, as well as continuing broader unease about U.S.


South Africa: African Education Ministers Strategise to Guide Policy

Education Ministers from different countries in Africa have adopted a number of strategies that will guide the implementation of education policies in various areas.

The Third Ordinary Session of the Conference of the Ministers of Education of the African Union (COMADEF), which started last Monday until Friday, endorsed the Strategy for Harmonisation of Higher Education in Africa as well as the Strategy for Quality Rating Mechanism for African Higher Education.

Businesses urged to consider digital copyright

Australian businesses are being urged to take up a new licence to meet their digital copyright legal obligations.

Australian copyright management company Copyright Agency Limited (CAL) has introduced the CopyrightAccess licence to support legal copying by businesses.

Licence funds collected are on-paid by CAL to authors and publishersfor the use of their published material.

"The new licence comes at a time when businesses need to be more aware of their copyright obligations following the recent changes to the
Copyright Act, and particularly digital rights," says CAL CEO Jim Alexander.

"The changes to the Act have heightened the need for businesses to adhere to copyright in published material in the same way they might for software licences.


Ackland transitions from daily to project management at Sugarbush

Bob Ackland, one of Sugarbush's directors and president of the ski resort's resort real estate division (and acting general manager prior to that), will transition to day-to-day oversight of resort real estate operations to issue and project management after Labor Day.

Win Smith, president and CEO of the resort and Summit Ventures, its parent company, said that Ackland stepping down from day-to-day oversight was part of his (Ackland's) plan. "It's been no secret that Bob wanted to work day to day for five years. He stayed an extra year because of the Clay Brook project. He is still one of our partners and still a member of the board of directors," Smith said. SEAMLESS TRANSITION He's done a great job of developing a team and of re-organizing what that team does. He is going to continue to work proactively on Sugarbush issues, but with less day-to-day oversight of the real estate group," Smith said.

Deadline today for comments

Today is the deadline to make comments about the two black bear management plans being considered by state officials. Those concerned can voice their opinions through the New Jersey Division of Fish and Wildlife Web site (www.state.nj.us/dep/fgw/).

One of the proposals, suggested by state Department of Environmental Protection commissioner Lisa Jackson, calls for nonlethal methods of controlling New Jersey's bear population. The other plan, proposed by the state Fish and Game Council, says hunting should be used, starting in 2008, if nonlethal methods prove unsuccessful.

A judge ordered the DEP and the council to come up with a new bear management plan. He's hearing a case against Jackson that was filed by hunters after the bear hunt was derailed.

Any plan proposed by the council must be approved by the commissioner.
